In my letter of the 31st of August I told you
that I was writing further to the Governor of Hong Kong with regard to the case of ir. RcCartney, one of the officers of a ship attacked and burnt by pirates in Chinese waters. The Governor now writes to me that he did not consider that the grant of a passage to England was called for in Ur. McCartney's case, because he is a young man who could, had he wished, have obtained employment in liong Kong, and can easily do so in England. In addition to the liberal allowance of 3911 for his losses made to him by the Govern ment of Hong Kong, he received 500 out of the fund raised by the Hong Kong Chamber of Commerce.
